Improve Issues functionality

Description: 

Implement into this starter kit any useful issues functionality from Careers of Substance website (D7 version).

e.g., multiple assignees, "tasks", better views, etc.

Enhancements made. The only thing left to do is Notifications but that's more general than Issues so I'll make a separate issue for that. Note that the Workflow Rule for closed issues is in place.
